PhotoPad Image Editor, a small program for editing photos and digital images, is available for download below. This tool lets you resize, crop, apply effects, and change saturation and other color characteristics.
After launching, select the desired image, then navigate through the top menu to choose the required action, such as “Effects.” Then select the desired effect from the list, view the outcome immediately, tweak the effect parameters, and save the project.
